I threw a retirement dinner at a local restaurant. What is the best way to count the guests are responsible for purchasing their own meals in the tender?

Sorry, but if you are asking people to pay for their meals, they are not invited and you do not host. This is just a trade agreement. There is no polite way to ask and do not touch the people who eat dinner with you and then refuse to pay for their meals.
You may not like an invitation, as guests are responsible for their own food to speak, is tasteless. But I suppose if you're going to do anyway, it's better to try to speak Dutch.
